Anthropic 喺美東 6 月 12 日晚話，收到美國商務部以 national security authority 發出嘅 export control 指令，要暫停 Claude Fable 5 同 Claude Mythos 5 畀任何 foreign national 使用；範圍包括美國境內嘅非美國人、海外用戶，甚至 Anthropic 自己嘅 foreign national 員工。公司話為咗即時確保合規，結果直接將兩個模型對所有客戶停用。重點係，其他 Claude / Anthropic 模型官方話冇受影響。

點解 Fable 5 咁快出事
Fable 5 先喺 6 月 9 日推出，Anthropic 將佢形容成第一個較廣泛開放嘅 Mythos-class model，主打長時間 coding agent、知識工作、vision 同科研推理。Mythos 5 用同一個底層模型，但只畀 Project Glasswing 入面少量 cyberdefender 同基建夥伴，限制本身已經好重。Fable 5 嘅安全做法係用 classifier 擋高風險 cyber、bio、chem 同 distillation request，必要時退返 Opus 4.8；政府而家似乎覺得呢套防線未夠穩。

政府同 Anthropic 講法有落差
Axios 引述官員話，政府擔心有人 jailbreak 到 Mythos / Fable，可能牽涉國安風險，所以要先鎖住模型，等美國嘅防禦系統加固。Anthropic 嘅說法明顯唔同：公司話政府只提供咗口頭證據，佢哋見到嘅例子係窄範圍、非 universal jailbreak，結果只係搵到少量已知、較簡單嘅漏洞；公司仲話其他公開模型都做到類似事。真正值得睇嘅位，係 frontier model 可以由產品更新，瞬間變成受出口管制嘅 capability。
對 AI app 同 agent 工具嘅影響
如果你個 app、coding assistant、客服 bot 或文件自動化流程硬綁 claude-fable-5 / claude-mythos-5，今次就係 production 事故。官方 status 顯示 Claude API 等主要服務仍然 operational，但指定模型可以畀政策一刀切抽走；監控只睇 API health 已經唔夠。要睇 model routing、error code、用量 dashboard 同實際 output quality，有冇靜靜轉咗模型、成本有冇變、拒答率有冇暴升，呢啲先係用家感受到嘅故障。
香港團隊要查咩
香港角度要講清楚：呢次指令係針對美國以外同 foreign national access；同時 Anthropic 官方 supported regions 頁面而家未列 Hong Kong。所以本地團隊如果透過海外公司帳戶、雲端平台、SI / vendor、內部企業平台用 Claude，更加要搞清楚實際合約同資料路徑。

我點睇
今次唔代表所有 Claude 都唔可靠，亦唔應該將 Fable 5 / Mythos 5 講到等於全線停服。但佢提醒咗一件好現實嘅事：閉源 frontier model 嘅風險唔只係 latency、price 同 benchmark，仲包括政策、合規同供應商一封信就改到嘅可用性。企業要用最強模型冇問題，但核心流程要有可替換設計、資料處理底線同退場劇本；否則模型越強，鎖死自己都越快。
